Consultation launched on new right to request time off for training

The Government has published details of a proposed new right for employees to request time off work for training purposes.

In his draft legislative programme announced in May the Prime Minister included a surprise new proposal for a new right to request time off for training. The Department for Innovation, Universities & Skills has now published a consultation paper, "Time to Train" on the proposed new right.

The new right is to be modelled on the existing right to request flexible working: employees with more than six months’ service would be entitled to request time off from their main work activities to undertake relevant training and employers would have to seriously consider that request. Employers will not be required to pay for training when they agree to a request for time to train.

The consultation seeks views on whether the right to request time to train should cover any training that the individual and the employer agree or only training that is nationally recognised and accredited, for which reasons an employer should be able to reject a request for time to train and whether certain employers should be exempt from the new right.  The consultation period closes on 10 September 2008.
