Keith is our Consultant with a focus on developing our work and engagement with the public sector. He specialises in providing advice and support on local government regeneration and economic growth activities. He also uses his extensive experience to help us create and develop strategic partnerships with local authorities and identify opportunities for those local authorities to work with commercial clients and investors in the delivery of their regeneration programmes.
Before joining Shoosmiths he worked in local government for 41 years operating at the highest political, strategic and corporate levels and held the posts of Deputy Chief Executive and Director of Development and Regeneration with Bolton Council. He was responsible for housing, planning and economic development and for the delivery of an investment programme which amounted to over £1billion. This included major schemes such as the Bolton Innovation Zone with the development of new FE Colleges, the expansion of the University of Bolton campus, a state of the art leisure, health and research centre, new retail, commercial and leisure schemes and major new Transport Interchange. He also led other projects such as Logistics North one of the Region’s largest advanced manufacturing and distribution parks.
He was heavily involved in the work to establish Manchester City Region model and a lead Director supporting the Greater Manchester Combined Authority in the development of regional economic development, planning, housing, skills, inward investment and visitor economy activity. He has served on a number of regional bodies including Marketing Manchester and chaired the GM Economic Development Group. He also represented Greater Manchester at international investment events and trade missions in India and China.
In 2013 Keith wasawarded an Honorary Doctorate by the University of Bolton in recognition of his contribution to the regeneration of the region. In 2015 his team were awarded the North West Business Insider Public Sector Property Team of the Year.
Before joining Bolton was an Assistant Director with Liverpool City Council and was a lead member of the team which established the Liverpool Culture Company and which successfully bid for Liverpool to be European Capital of Culture 2008.
